I have the honour to acknowledge the receipt
of your despatch No.115 of 4th April, 1928, transmitting copy of correspondence with the Treasury relating to the proposed amendment of the Hong Kong and Shanghai Banking Corporation
Ordinances.

I have caused the suggestions in the Treasury letter of the 21st February to be communicated to the Bank, and in reply thereto have received through the Attorney General the letter, a copy of which is enclosed, addressed
to him by Messrs. Johnson, Stokes and Master, the Solicitors
for the Bank. This Government is prepared to concur in the
views set out in this letter, and in particular I would
emphasise the fact that the Bank has no special political
relation to this Government.
3.
With reference to Sir Cecil Clementi's
telegram of 24th April, 1928, concerning the amendment of
the draft title and draft Clauses 3 and 18 of the proposed
Ordinance I attach a copy of a letter dated 18th April, 1928,
from the Chief Manager of the Bank which explains these
amendments to the draft.
